At an April 7 hearing, Pennsylvania’s Department of Environmental Protection gave area residents their first truly public opportunity to comment on Shell’s massive plastics plant. The plant is being subsidized with $1.65 billion over 25 years by taxpayers statewide, whose health and environment the DEP is charged with protecting. Testing
